Wireless repeater help?

I purchased a motorola gateway surfboard (router and modem all in one) and set it up and it works but the signal is not strong enough to reach my basement. I have a belkin router I am trying to set up as a repeater but it is not working. Does anyone know the settings I need to change in the belkin router and/or in the motorola surfboard?
