How can I help this child develop better organization habits for their future?

There is a child I am working with who puts their homework at the bottom of their backpack, and it gets really crumpled and many times they don't turn it in. This child is 9 years old, and they will be going into the 4th grade in the Fall. How can I help this child develop better organization habits for the future? Are some children just more prone to being messy, and not turn in their homework? What can I do to help this child?
